Medicare and the Inflation Reduction Act

Ms. Kirby is a Senior Vice President and Consulting Actuary in Segal’s New York office with over 30 years of experience working with employee benefits plans. She serves in the firm’s Office of the Chief Actuary and is the National Retiree Health Practice Leader as well as a member of Segal’s Board of Directors. Ms. Kirby advises public sector, multiemployer and corporate clients on issues and topics related to the Affordable Care Act (ACA) and its implications for plans and employers; plan design (medical, dental, life and disability) for active employees and retirees; health exchanges; competitive bidding; reserve calculation and valuation; ASC 965, GASB 43/45, ASC715 and ASC 712; union negotiations; flex pricing; claims analysis and underwriting.

Ms. Kirby works with multiemployer, public sector and corporate clients in various industries. These include the University of Missouri, State-Wide Schools Consortium Health Plan, the Bakery and Confectionery Union and International Health Benefits Fund, and the Equity-League Health Fund.

Ms. Kirby joined Segal in 2000 as a health consulting actuary. In 2005, she was named to the Office of the Chief Actuary. She was promoted to Vice President in 2006 and Senior Vice President in 2014. Prior to her time at Segal, she worked at two major benefits consulting firms.

Covid, Workers' Compensation and the Benefit Fund


This presentation takes a look at covid and long covid claims filed under Workers' Compensation during the pandemic. It will also review the impact to benefit funds when possible work related claims are treated outside of the Workers' Compensation system.

Erin McCabe graduated from the State University of New York at Stony Brook in 1990 and New York Law School in 1994. Erin is President emeritus of the Injured Workers Bar Association and currently Co-Chairs the medical provider coalition at the Injured Workers Bar Association. She has over 25 years of experience in the fields of Workers’ Compensation and Social Security Disability as well as 9/11 Victim Compensation Fund claims.

In addition, she is an accredited Veterans Attorney. She regularly lectures to community groups, unions and professional organizations in her field of expertise.

She is a member of the LI Federation of Labor Health and Safety Committee and the LI Workers Memorial Committee.
